I have an opportunity to buy what is purported to be

The Monticello brand doesn't ring any bells with me, nor could I find any reference to it in a few sources I quickly checked.

As for the condition of whiskey in the bottle, if the bottle is well sealed, the whiskey should be well preserved. Whiskey does not change in the bottle. I have consumed whiskey from bottles older than the one you mentioned that showed no deterioration. Oxygen is about the only thing that can spoil whiskey, so if the seal has been sound the whiskey should be too.

I have heard of Monticello Rye whiskey. It was a pre-prohibition Maryland Rye. I suspect that is what you have.
