That's what it says folks, direct from Ed Foote (via Chuck C.), who should know:

... it is likely that any Harper, Charter or any other rye-recipe bourbon formerly or currently owned by Schenely/United that is more than 10 years old (in 2002) is from Buffalo Trace, although it could also be from Stitzel-Weller, Brown-Forman or Medley.
