One of the stupidest things I've seen in a long time. The state is trying to game it's own system. Why not just raise taxes outright instead of enforcing the law by the letter but counter to the spirit of it? I'm sure most of those cocktails suck, but that's beside the point.

This seems to be peculiar to San Francisco, and I wouldn't necessarily take that article at face value.
