Well not just Bourbon, but there Society of Wine Educators who have a wine Sommelier program, also have a Certified Specialist of Spirits designation - http://www.societyofwineeducators.or...tification/css - and I have this.
Re: Is there a special name for a Bourbon Expert?
I've heard of whisky sommeliers, but not specifically for bourbon.

I know that for wine it's a Sommelier.
For beer it's a Cicerone
For bourbon it's Barturtle.

I've heard people call bourbon experts a wide variety of names, most of which I won't repeat.
Re: Is there a special name for a Bourbon Expert?
I prefer Gentlemen of Discerning Taste.
