As unusual as this sounds....try liquor stores around universities/campuses.

For example there used to be this liquor store near the U of A in Fayetteville. It didn't look high end or anything...

Its the Eagle Rare 10 year SB....that's the most expensive bourbon here on the shelves. The BC government liquor has PVW 20 on their product list for $156 but I haven't seen it anywhere.
