I'm curious to see what others think. When I look at a full unopened bottle of bourbon (or anything else) I expect to see the top of the contents at least part of the way up the bottle neck. That seems to be the norm. If I see the fill level down by the shoulder of the bottle, it makes me think there was some evaporation due to the top not being well sealed, or the bottle was not filled all the way when it was bottled. Anyway, I've noticed that all the Four Roses Single Barrel bottles I see don't look completely full. My local grocery store has has it on sale, and I bought one. After it's empty I'm going to fill it with 750ml of water and see where the level is. By the way, the bottles of the 80 proof yellow label all look completely full.
