Greece is very poor. The average salary is 15k a year. You know, I didnt think of tourism. Probably also why France is so high as well.

Tourism is probably the answer. I know in the U.S., the highest per capita alcohol consumption is in places that have very high ratios of tourists to residents, such as Nevada and Washington D.C.
Of course, in Washington, it could be because of all the alcoholic pedophiles in congress.

There is no bubble on this forum, as far as I know, so there´s noone who can tell it like it this, but tourism sounds like a probable answer when it comes to Greece.
The French, though, enjoy their malts immensely and they have a population of about 60 million, to boot. I think their position might be warranted.
