It might also have something to do with it being the 90 proof, which hasn't been available for a long while now.

But, that said, I have been told that there are collectors, much like the collectors of Maker's Mark commemorative bottles, whose mission is to own every iteration of the Jack Daniel's package. This probably was standard-issue at one time, but maybe it's now rare in that collector community.

Safe to say that, like the MM collectors, it has nothing to do with appreciation of the whiskey.
