The circular has information regarding proposed changes to the Standards of Identity (27 CFR Part 5). It explains several proposed changes to the regulations and why they were accepted, accepted with modification or rejected. This covers the introduction of the "light whiskey" category as well as the definition of "grain spirits". It's a pretty interesting read. https://www.ttb.gov/industry_circulars/archives/1968/68-03.html Proposal 4 would have certainly given the "craft spirits" of today a real problem had it been adopted! The findings back then, including that there "are no appreciable amounts of immature whiskies currently being sold" isn't the case anymore. Just too bad they aren't consistently enforcing the requirement to "protect the consumer by requiring all whiskies less than four years old to bear a true age statement"!
