The overseas/duty-free market has the dual advantages of being: a) relatively smaller than the US domestic market, and much more willing to pay premium prices. In the domestic market, that niche is filled by expressions like Tribute and American Spirit at greater ages and higher prices still (which limits the size of the market to those willing to pay!) If you leave a product out for everyone all the time then it because mundane.. .if it is a "once in a while thing" then it draws attention to the product and company. McDonalds does something similar (on a different scale) with their McRib. Bringing something in and out of production is a cheap marketing tool.
