This is probably a store/club/bar specialty bottling for a Washington DC establishment by Brown Forman. Common major BF products are Old Forester and Early Times.

Is "Alex's" the name of an establishment there?

Is the bottle in metric (750ml) or standard (fifth)? If it's metric, it's probably between 1978 and 1985 or so, more or less. If it's standard it's older.
