After the ABLA was passed in 1988, did the labels start showing up the followingt year?

I have only been able to find info on when the bill was passed. I haven't seen anything on the year it was implemented.

From and after November, 1989.

Yes, ABLA went into effect in November, 1989, so any bottle without the "government warning" would have been produced prior to November, 1989. Allowing for producers who implemented early voluntarily, a bottle with the warning might have been produced a little earlier.
