TGIFriday got in trouble on the east coast because some locations were playing games with bottles.  I don't remember what they were playing games with exactly but I think it was replacing crowd favorite barely passeable gin and vodka with something worse..  If you go to a dump that never has anything special and they all of the sudden have limited stuff without management changing I'd be suspicious.  A respectable place won't play games.  It isn't worth risking a liquor license over.  New to the game folks might get taken but all it takes is a couple of people in the know and the bar would be cooked.  It's pretty unlikely a bar with a generic selection is getting an allocation of limited stuff.
