Maker's Mark special bottle

I was over at a friends house earlier and he had this bottle of Makers. Has anyone seen this before and if so, do you know the story behind it?  I'm new here and fairly new to the bourbon world so this could be something well known. If so, please disregard.

^^^Maker's has made a mint off of their 'special bottle's', like this one pictured above. 

 

I quit trying to keep up with collecting them all about 20 years ago (when I realized that they were doing around 20 special bottles a year, many of them regional offering such as when your local sports team wins a championship and the like).

 

Kudos to them though, for they certainly have demonstrated near perfect execution of what's probably the best overall marketing plan in the history of bourbon.
