It is. This hit Virginia a few weeks ago.

I just bought a bottle of batch 11 at Total Wine and More in Tucson.  I've never seen it there.  They used to have a list of allocated bottles that they had available at customer service.  They would let you buy one bottle.  I rarely saw anything interesting (I assume they sell quick).  Some full proof 1792, and they always put Buffalo Trace there as well (though ER was always on the shelf).  In any case they recently changed policies and they don't keep anything at customer service anymore.  They also don't list the bottles.  But I asked anyway on my way in and the guy working there said they recently got Stagg Jr.  They had one bottle left on a bottom shelf that was nearly empty, in the back of the shelf.  Some local places sell it secondary for $99, but I didn't really feel like supporting them or spending that much.  I'm eager to try it!
