I've been given the task of training new hires at various employers in the past, but never anything related to a strike.

I have several general observations.  Training a new person involves more people on the clock, at least until new person can fly solo.  New people often inefficient, not being as fast, or making mistakes.  Some people try it and don't return, or supervisor doesn't want them.  Then back to square one.  Believe it or not, some managers may be competent in some ways, but no good at screening problem employees.  It all costs money.
