Is current barrel picking process in KY illegal? Are changes coming?

I've been aware of this for a couple months now but had very little in the way of detail until reading this. It sounds like everyone is motivated to take care of this in current legislative session.

Given that the Governor just saw how much money was raised for tornado relief and that the majority of that money is tied to private picks I have to believe he is going to do what needs to be done to ensure this is only a mild bump in the road.
