How to they decide on proof?

Just reading about the Stagg HAZMAT IV soon to come at 144.8 proof. It made me think how and who decides what proof if the best proof for a bottling of these specialty bourbons? Please note that I have not done a search for this info. Just how many experiments to the Master Distillers make to get the right profile, taste, texture, feel, etc. that they think we will like to explore in our obsession????

Stagg is bottled at barrel proof. As such, the proof is, what it is, after the angels get done with it.

It's all up to the Master Distiller and Owner, or at worst it is up to the advertising/ marketing dept.

... or the accountants.
