That is an interesting and logical approach.  Definitely something that needed to be changed unless Kentucky wanted to see rickhouses going up like crazy in Tennessee or other nearby states just for the sake of aging (not sure the financials, but guessing there is a tipping point where the added cost of tanking/transporting distillate out of state to fill in barrels is less than the annual tax - at least for stuff that's going to age more than 4 years).  Time gives the local communities the space to figure out where to get the additional revenue from, or make decisions on getting by with less.  

 

Still surprised the 'bubble' hasn't burst, and with production continuing to increase - I hope it isn't like the 70s/80s again (unless someone is talking about rebuilding ND and releasing some butterscotch bombs - in which case I'm on board!!)
