K&L in Calif. is one of the best but they don't ship spirits out of state. Astor Wines and Spirits in NYC has a great selection and they ship to Calif. Not sure if they ship to WVA, though. Local stores are allowed to deliver to my home, but shipping from out of state is frowned upon. I imagine it's pretty hard for the authorities to prosecute a business in another state. And, I don't think shipping laws are that strictly enforced in general. I've experienced shippers that have delivered online liquor purchases to my door without getting adult signature as required by law here in CA.
