If they split up a case into two or three bottles here and there, they don't have to give the discount. Joe Ive heard from some of the local liquor stores that it is as you've described. They'd obviously love to order a case and get the discount but are unable to. The question is whether distributors are doing that are purpose to maximize profits or just trying to be fair and spread allocated bottles around.
