I don't know what all the modern requirements are. But for many people it just means 100 proof and perhaps paper seal? They used to have a treasury agent assigned to bonded store-houses to watch the barrels. The first versions of the BiB i saw in my area a couple years ago were mostly store picks. But I see both now, more non-picks it seems now.
